Climbing the Global E-Government Ladder
The Kingdom’s concentrated government efforts have produced impressive results in international classifications. Saudi Arabia jumped to 6th place globally in the UN’s e-Government Development Index, a massive leap from its 36th position in 2016.
This progress is further validated by its top ranking in the Middle East and North Africa for the maturity of its electronic and mobile government services, a position it has held for three consecutive years according to the 2024 ESCWA report. These rankings highlight the success of policies aimed at simplifying access to services and improving user experience through modern technology and inter-agency integration.
Leading MENA’s AI and Cybersecurity Front
Saudi Arabia continues to strengthen its global presence in advanced technical fields. The Kingdom was ranked first in the MENA region for Artificial Intelligence according to the 2025 Government AI Readiness Index by Oxford Insights. This achievement points to the scale of investment in tech infrastructure and the adoption of AI applications across government and economic sectors.
Further cementing its digital credentials, the Kingdom was ranked first in the ICT Development Index by the International Telecommunication Union for 2025. It also secured the top spot globally in the Cybersecurity Index within the 2025 World Competitiveness Yearbook, underscoring its success in building a secure and advanced digital environment that supports sustainable tech growth.
A Hub for Innovation and Startups
In a significant milestone for 2025, Saudi Arabia was named “Country of the Year” and ranked first for the growth of its innovation ecosystem in a specialized global report. This recognition is a direct result of initiatives led by the National Transformation Program, in cooperation with the Ministry of Communications and Information Technology, which have focused on creating a supportive environment for innovators, entrepreneurs, and tech startups.
The capital city, Riyadh, has also gained international recognition, placing among the top 100 cities globally for its innovation and entrepreneurship ecosystem. These efforts are successfully establishing the Kingdom as a regional center for innovation, backed by advanced digital infrastructure, flexible legislation, and targeted funding programs.
Dominance in Emerging Tech and Fintech
The Saudi tech sector has seen remarkable progress at the startup level, with the Kingdom ranked first in the growth of its tech startup ecosystem. The country’s supportive environment is fostering rapid expansion across diverse fields.
Saudi Arabia now leads in nanotechnology, transport technology, and living healthcare technology. It also holds the top position in the FinTech sector. This is complemented by a second-place ranking in the transfer and integration of FinTech with insurance and investment technologies, signaling the continuous development of an advanced digital financial system. On the commercial front, the Kingdom was ranked first in the MENA region for e-commerce, reflecting the booming digital economy and reliance on tech solutions in trade and logistics.
About The National Transformation Program
Launched in June 2016, the National Transformation Program is a key component of Saudi Vision 2030. It works in collaboration with the Ministry of Communications and Information Technology and the Digital Government Authority to accelerate the Kingdom’s digital journey.
