This aggressive timeline is structured into three distinct phases: an initial exploration phase to identify a suitable service or operation, a design phase to map out the new process, and an implementation planning phase to define technical requirements and create initial execution plans.
Targeting High-Impact Operations
To guide the process, the government identified ten priority areas ripe for AI-driven transformation. These include core functions like human resources, procurement, finance, legislative affairs, and internal audit.
Other targeted areas are digital transformation support, communications, facilities management, and shared operational processes across different ministries. The goal is to focus initial efforts where AI can deliver the most substantial improvements.

Selection criteria for these priority operations are strictly defined. Government teams will focus on processes with high transaction volumes, frequency, and a large number of beneficiaries.
An entity’s readiness is a key factor, assessed based on the clarity of existing procedures, the availability of quality data, and current levels of automation. The final decision will weigh the expected impact on service quality, cost reduction, and overall customer satisfaction. The government will monitor progress closely, providing support to work teams to ensure the demanding 90-day targets are met across all 50 entities.
