Qatar’s Ministry of Communications and Information Technology (MCIT) has officially launched a new edition of its national e-government portal, Hukoomi. The updated platform is the first major output from the country’s “Digital Factory” initiative, designed to centralize and improve digital public services in line with the Qatar National Vision 2030.

Quick Facts

  • New platform organises services by ‘Life Moments’.
  • First product from the national ‘Digital Factory’ initiative.
  • Features Single Sign-On for unified user access.

A ‘Digital Factory’ for Qatar’s National Vision

The platform overhaul is part of a wider strategy to accelerate Qatar’s digital transformation. The “Digital Factory” initiative aims to create a unified framework for government entities to develop and deliver high-quality digital services, integrating technology, data, and design.

“The launch of the new Hukoomi, as an advanced digital interface for the Digital Factory initiative, reflects the State of Qatar’s firm commitment to accelerating comprehensive digital transformation,” said HE Mohammed bin Ali Al Mannai, Minister of Communications and Information Technology. “Through this platform, we aim to enhance the digital government services experience by delivering effective, accessible services that are centered on people and responsive to their needs and aspirations.”

He added that the initiative supports the Third National Development Strategy (2024–2030) by improving the integration, efficiency, and accessibility of digital government services.

Rethinking Service Delivery with ‘Life Moments’

A core feature of the enhanced platform is the introduction of the “Life Moments” concept. This approach bundles various government services related to significant life events, allowing users to navigate bureaucracy more intuitively.

The initial launch includes six key “Life Moments”:

  • Getting married
  • Winter camping
  • Owning a falcon
  • Owning a boat
  • Benefiting from social welfare
  • Managing retirement

MCIT plans to progressively add more “Life Moments” and business-related services in future updates based on user needs.

Unified Access and Advanced Tech

The new Hukoomi platform moves beyond being just an informational portal to become an interactive one where users can complete transactions directly.

“The platform has evolved from an informational portal that introduces government services into an integrated interactive platform,” explained Mashael Ali Al-Hammadi, Assistant Undersecretary for Digital Government Affairs at MCIT. “Among the technical enhancements introduced is the Single Sign-On feature, which enables users to access their personal profile, track their activities and government transactions, request support around the clock, and benefit from intelligent interaction through advanced search capabilities and a virtual assistant.”

This unified access allows users to manage personal data, track registered assets like boats and falcons, and access saved documents from a single dashboard. The platform also features a new visual identity inspired by Qatari culture, combining colors that represent the local environment.
