Saudi Arabia Taps Huawei, Lenovo, and ByteDance to Accelerate AI Smart City Development

NHC Innovation, the technology arm of Saudi Arabia’s National Housing Company (NHC), has signed strategic agreements with Chinese tech giants Huawei, Lenovo, and ByteDance. The partnerships aim to fast-track the integration of artificial intelligence, advanced data infrastructure, and smart city technologies across the Kingdom’s urban development sector.

Building a Digital Urban Blueprint

The agreements were formalized in Shenzhen, China, during an official visit led by Saudi Minister of Municipalities and Housing Majed bin Abdullah Al-Hogail. This move underscores a significant push by the Kingdom to embed advanced technology into its urban planning, housing projects, and municipal services.

The collaboration will target multiple areas, including artificial intelligence, data science, advanced data centers, and smart city platforms. According to Rayan bin Abdullah Al-Aql, CEO of NHC Innovation, these agreements are central to the company’s strategy of working with global tech leaders to build smart urban solutions.

Powering Saudi’s Vision 2030 Goals

This initiative is closely tied to Saudi Arabia’s Vision 2030, which prioritizes digital transformation and the modernization of public infrastructure. The partnerships are expected to support the development of digital tools that improve municipal oversight, enhance urban environments, and strengthen service delivery across the Kingdom.

The agreements leverage China’s extensive experience in smart city deployment and digital governance. Saudi Arabia’s large-scale giga-projects like NEOM, New Murabba, and ROSHN communities are already setting a precedent for technology-driven urban planning, and these new collaborations are set to accelerate that trend.

Beyond Tech: Fostering Local Expertise

A critical component of the partnerships is a strong emphasis on talent development and knowledge transfer. Building local expertise in AI, data science, and smart city management is seen as vital for the long-term sustainability of Saudi Arabia’s digital transformation efforts.

The Saudi delegation’s visit included tours of innovation hubs, data centers, and Huawei’s Longgang Smart Operations Center, offering direct insight into large-scale digital infrastructure and urban management technologies. These technology agreements were part of a wider set of six MoUs signed during the visit, which also included the awarding of housing projects valued at more than SR1.9 billion ($506 million) in Riyadh and Dammam.
