The partnership aims to develop and deliver sovereign AI data centers and AI factories across Saudi Arabia, supporting the nation’s digital transformation agenda.

Powering Saudi’s Sovereign AI Ambitions

As Saudi Arabia pushes forward with its national digital strategy, the development of trusted, in-country AI infrastructure has become critical for long-term competitiveness. This partnership addresses the growing need for sovereign AI data centers, which allow organizations to train, deploy, and manage advanced AI models while maintaining complete control over their data, governance, and compliance within the Kingdom. The agreement was formalized by Dr. Moataz BinAli, CEO of Magna AI, and Karthik Ramaswamy, CEO of Emaar Executive Company.

A Partnership of Expertise

Under the agreement, each company will contribute its specialized expertise. Magna AI, established through a partnership between Trend Micro and Wistron Digital Technology Holding Company (WDH) and powered by NVIDIA, will lead AI Factory architecture, platform development, and AI security and governance.

Emaar Executive Company will provide the engineering and construction backbone. This includes Engineering, Procurement and Construction (EPC) execution, data center construction, systems integration for civil, mechanical, and electrical systems, and on-site project management. EEC’s work is supported by ISO 9001, ISO 14001, and ISO 45001 certifications.

“Building national-scale AI infrastructure calls for engineering discipline, local capability and trusted delivery,” said Ramaswamy. “By combining our EPC systems-integration strengths with Magna’s AI Factory expertise, we are positioned to build and operate the data center infrastructure that underpins the Kingdom’s AI agenda.”

From Blueprint to Operation

The collaboration is set to cover the entire lifecycle of infrastructure development, from initial site identification and feasibility studies to long-term operations. The joint effort will focus on creating secure, scalable, and locally aligned AI infrastructure for government bodies, regulated industries, and enterprises. Key areas of focus include energy and cooling optimization, sustainability, and ensuring all operations meet Saudi data-residency and cybersecurity requirements.
