Saudi Ministry of Culture Partners With SDAIA to Drive AI Adoption Across Its Cultural Economy

Saudi Arabia’s Ministry of Culture and the Cultural Development Fund (CDF) have signed a trilateral memorandum of understanding with the Saudi Data and Artificial Intelligence Authority (SDAIA) to build and deploy joint AI programs across the Kingdom’s cultural sector. The agreement aims to support creators and cultural businesses operating within the country’s 16 officially recognized cultural fields.

Aligning with National AI Ambitions

The partnership, signed on Monday, is a strategic move that fits within Saudi Arabia’s broader national push to fast-track the adoption of advanced technology. This initiative is particularly timely, as the Kingdom has designated this year as the Year of Artificial Intelligence, signaling a nationwide commitment to integrating AI into key economic areas.

While sectors like finance and healthcare have historically attracted the lion’s share of AI investment, this MoU signals a deliberate effort to bring the cultural economy up to speed.

Bridging the Gap Between Culture and Code

A study by the Cultural Management Platform has already identified existing AI applications in all of Saudi Arabia’s 16 cultural sectors, from heritage and museums to fashion and culinary arts. The CDF has been actively promoting these sectors as viable investment opportunities with significant growth potential.

The new agreement gives the Ministry of Culture a clear mandate to establish the foundational policies needed for a responsible rollout of AI. This includes developing frameworks for intellectual property, data management, and ethical guidelines, which are critical for encouraging investment and innovation in cultural AI projects. The Ministry and its affiliated commissions have already been active in this space, running competitions and hackathons to source new AI applications for the sector.

The Financial Muscle Behind the Vision

The Cultural Development Fund is the key financial engine backing this initiative. The fund reported strong Q1 2024 results, showing a 30% year-on-year increase in financial returns and an estimated SAR 4.1 billion contribution to the Kingdom’s GDP.

Since its launch in 2021, the CDF has provided over SAR 770 million ($205 million) in financial support to 165 cultural projects, benefiting more than 1,630 creatives and entrepreneurs. This activity is credited with creating over 12,540 jobs and attracting approximately SAR 1.1 billion in private sector contributions.

The fund’s investment strategy includes anchor investments in private equity, such as a SAR 375 million ($100 million) film fund managed by MEFIC Capital and a SAR 300 million ($80 million) fashion fund with Merak Capital.

Established by royal decree in 2021, the Cultural Development Fund (CDF) operates under the National Development Fund. Its mission is to develop the Kingdom’s cultural sector into a key driver of economic growth as part of Vision 2030. The CDF supports the cultural ecosystem through direct financing, consulting for cultural enterprises, accelerator programs, and anchor investments in specialized private equity funds.
