Egypt’s Sovereign Fund Plans Africa Investment Vehicle Across Five Sectors

The Sovereign Fund of Egypt (TSFE) plans to establish an Africa-focused investment fund targeting banking, non-banking financial services, tourism, healthcare and education, according to an announcement following a government meeting on the fund’s strategy.

The proposed vehicle is part of TSFE’s plans to expand internationally and generate stronger returns from state-owned assets. The fund also intends to establish a separate industrial investment fund.

No details were provided on the Africa fund’s size, launch date, funding structure or target countries.

Minister of Investment and Foreign Trade Mohamed Farid said TSFE is working to move beyond traditional asset management by developing investment models that can unlock the value of underused state assets and attract domestic and foreign capital.

The government is also reviewing potential private-sector partnerships and more flexible investment instruments to respond to changing market conditions. Discussions covered TSFE’s land and real estate holdings, ongoing projects and future investment opportunities.

Prime Minister Mostafa Madbouly said maximizing returns from state-owned assets remains a government priority, with TSFE expected to help turn those assets into development opportunities and support investment-led economic growth.
