Dubai has adopted a unified Workforce Productivity Measurement System across 32 government entities under Executive Council Resolution No. 67 of 2025.
Managed by the Dubai Government Human Resources Department (DGHR), the system uses machine learning and artificial intelligence to analyse the relationship between human resources, financial resources and government service outputs. It draws on millions of data points to help entities monitor productivity, allocate resources and support planning.
The system was developed over five years, beginning with a pilot in 2020. A steering committee established in 2023 helped develop its methodology and prepare government entities for implementation before concluding its work following the system’s formal adoption.
According to DGHR, the framework will initially measure productivity by comparing services delivered with workforce size, salaries and working hours. Later stages will focus on identifying efficiency initiatives and evaluating the system itself.
The General Secretariat of the Executive Council is responsible for classifying and updating government services, while DGHR manages the system and validates productivity indicators. The Dubai Digital Authority provides the technical infrastructure for the data platform and analytics tools.
