Saudi Arabia will require private-sector establishments to reach a 70% Saudization rate across three project management professions from February 14, 2027.
The decision, issued by the Ministry of Human Resources and Social Development in partnership with the Ministry of Municipalities and Housing, applies at the entity level to establishments employing three or more workers in the designated roles.
The covered positions are Project Management Director, Project Management Engineer and Project Management Specialist, based on the Saudi Standard Classification of Occupations.
Affected establishments will need to review their current Saudization rates and meet the required threshold when calculating employees in these occupations. The ministry has also released a procedural guide covering the targeted professions, calculation method and compliance requirements.
The measure is intended to increase the participation of Saudi men and women in specialized project management roles as the Kingdom expands its development pipeline. It forms part of wider efforts under Saudi Vision 2030 and the Labor Market Strategy to increase national participation in high-skilled occupations.
