Saudi Arabia’s Zakat, Tax and Customs Authority (ZATCA) has confirmed an extension of its initiative to waive fines and financial penalties for taxpayers. The program, which offers significant relief for businesses operating in the Kingdom, will now run for an additional six months, from July 1, 2026, until December 31, 2026.

What the Extension Covers
The initiative provides a crucial window for businesses to correct their tax records without incurring heavy penalties. The waiver applies to a range of fines, including those for late registration across all tax systems, delayed tax payments, and the late submission of tax returns. It also covers fines related to the correction of value-added tax (VAT) declarations.

Eligibility and How to Comply
To benefit from the waiver, businesses must meet three core conditions. First, the taxpayer must be officially registered with ZATCA. Second, all outstanding tax returns must be submitted to the authority. Finally, the full principal amount of the tax debt must be settled.
ZATCA also confirmed that businesses unable to pay the full principal amount in one go can apply for an installment plan. The application for this plan must be submitted while the initiative is active, and all scheduled payments must be met on time.
Key Exclusions to Note
The authority clarified that the initiative is not a blanket amnesty. The waiver does not cover penalties resulting from tax evasion violations. Furthermore, fines that were already paid before the initiative’s effective date will not be refunded. Any penalties related to tax returns due after June 30, 2026, are also not included in the program.
