Stanford AI Report Confirms UAE and Saudi Arabia as Global AI Powerhouses

The UAE and Saudi Arabia are cementing their positions as significant players in the global artificial intelligence arena, according to the latest AI Index 2026 from the Stanford Institute for Human-Centered Artificial Intelligence (HAI). The independent, data-driven report consistently places both Gulf nations in the top tier across key metrics including talent, investment, and workplace adoption, confirming that their strategic national investments are paying off.

Gulf Nations Emerge as Global AI Talent Hubs

The report highlights the region’s success in attracting and developing skilled professionals. The UAE recorded the highest increase in AI talent concentration globally, growing by an impressive 121% between 2019 and 2025. This influx of expertise is reflected in its talent migration figures, where the UAE ranked second globally, just behind Luxembourg, for its net gain of AI professionals.

Saudi Arabia also featured prominently, ranking fourth globally for net AI talent migration. The Kingdom also showed the highest rate of female representation in its AI talent pool at 32.3%, a leading figure among all countries cited in the report’s gender analysis.

Both nations ranked in the top 12 for relative AI skill penetration, with the UAE showing particularly rapid growth in the more technical AI engineering skills category.

From Workplace to Investment: AI Adoption Goes Mainstream

Workplace AI adoption in the Gulf has far surpassed Western economies. Over 80% of employees in the UAE and Saudi Arabia report using AI regularly at work, a figure significantly higher than the 50% average across North America and Europe. This high usage is supported by strong employee confidence, with Egypt, Saudi Arabia, and the UAE all ranking in the top six globally for trust in AI at work.

This enthusiasm extends to private investment. Saudi Arabia placed tenth globally for private AI investment in 2025, channeling $2.03 billion into the sector. This is a notable achievement for a non-G7 economy in a list dominated by the United States, which saw $285.9 billion in investment.

Generative AI adoption is also surging. In the UAE, 54% of the population uses GenAI, placing it first globally in AI diffusion relative to its GDP. Saudi Arabia recorded the second-highest rate of university student GenAI adoption in the world.

Building a Foundation: Education and Specialization

Long-term strategic planning is evident in both countries’ approach to AI. The UAE has become the first country in the Middle East to mandate AI education across all school grades, starting from the 2025–26 academic year. The curriculum will cover everything from foundational AI concepts to ethics and innovation.

Saudi Arabia is building deep specializations within its talent pool. The country now leads the world in AI talent focused on security, privacy, and cryptography, with 15% of its AI professionals concentrated in this critical area.
