The State of Palestine has signed the Digital Cooperation Organization (DCO) Charter to become a Signatory Member, while unveiling a Digital Prosperity Plan aimed at supporting digital growth and reconstruction.
The charter was handed over at LEAP 2026 in Riyadh by H.E. Dr. Abdel-Razzak Natsheh, Minister of Telecommunications and Digital Economy of the State of Palestine, to DCO Secretary-General Ms. Deemah AlYahya.
The plan was co-developed by the DCO and Palestine’s Ministry of Telecommunications and Digital Economy. According to the announcement, it will focus on digital infrastructure, data governance, advanced technologies, GovTech, digital public services, startup support, investment access, regional market expansion and talent development.
By 2028, the plan aims to train more than 10,000 people, support over 250 startups and back 100 women-led enterprises.
The announcement said Palestine’s ICT sector includes around 400 active establishments and more than 13,500 professionals. It contributes approximately 5% to GDP, generates over $500M in annual value added and produces around 3,000 ICT graduates each year.
The DCO said the membership will create new opportunities for knowledge exchange, international digital policy engagement and cooperation with other member states. It also described the plan as a framework for strengthening digital resilience, innovation and entrepreneurship.
