Syria Forecasts 11.3% Economic Growth in 2026, Plans Startup Support Fund

Syria expects its economy to grow 11.3% in 2026, up from around 4% in 2025, while public budget revenues are projected to exceed $8B, according to Finance Minister Mohammed Yousir Bernieh. Revenues stood at about $3.5B last year.

The forecast is based on stronger activity across services, trade and agriculture, alongside the return of activity in oil, gas and mineral resources. The government expects growth to reach 9.7% in 2027 and says production in several sectors could return to pre-2011 levels by 2030.

For Syria’s startup ecosystem, the finance ministry is working with the Ministry of Communications and Information Technology to establish a national fund supporting entrepreneurship and startups focused on modern technologies. The fund would use part of the proceeds generated by the telecommunications sector.

Bernieh said around 75% of projected 2026 revenues would come from sustainable sources. Exceptional revenues are expected to support investment projects, particularly in affected areas, rather than current spending.

The government is also preparing a new tax framework for submission to parliament, with implementation expected at the start of 2027. The proposed system would lower tax rates for individuals and companies, simplify procedures and introduce incentives linked to employment, technology adoption and modern production lines.
