Syria’s Nawafith Launches Dedicated Government Transparency Portal For Transitional Period

Syrian researcher and transparency advocate Karam Alhamad has announced the launch of gov.nawafith.net, a specialized platform designed to track the official documentation of the new Syrian state. This second phase of the Nawafith project moves beyond media aggregation to provide direct access to primary government records, including decrees, company registries, and ministerial decisions issued since the start of the transitional period in December 2024.

Bridging The Gap Between State Records And Public Information

The initiative addresses a critical observation made by the Nawafith team: while over 1,300 media sources report on Syria, much of the information is a paraphrase of official documents that originate in less-accessible government gazettes and ministry channels. By creating a “window onto the original,” gov.nawafith.net allows researchers, journalists, and legal professionals to bypass the noise and examine the state’s own records.

The platform currenty hosts over 3,500 decrees and decisions extracted from the Syrian Official Gazette using optical character recognition (OCR) technology. This database spans 70 government bodies and catalogs more than 2,000 newly registered companies and 1,000 civil society organizations, providing a timestamped and bilingual (Arabic and English) record of state activities.

Mapping Accountability And Transitional Justice

Beyond simple documentation, the portal is designed to support transitional justice and anti-corruption efforts. The roadmap for the platform includes cross-referencing transitional appointments against international sanction lists from the US, UK, and EU. It also aims to map family ties behind government appointments and identify the beneficial owners of companies receiving reconstruction contracts.

One of the platform’s key features is its ability to highlight discrepancies between official publications and informal communication channels. By comparing what ministries announce on Telegram versus what is formally published in the Gazette, the tool offers a granular look at how the transitional government manages public perception versus policy.

A Volunteer Effort For National Transparency

The Nawafith project is an unfunded, volunteer-led initiative aimed at preserving the integrity of the Syrian historical record as it is written. By providing a live wire feed from official channels and a centralized database of managing directors and state-owned company decisions dating back to 2011, the platform serves as a vital resource for Syrians both inside and outside the country.

The launch of the government-focused portal follows the initial rollout of nawafith.net, which serves as a comprehensive news aggregator. Together, these tools provide a dual perspective: how the press interprets the state, and how the state documents its own transformation.
