UAE-based enterprise AI startup Shaffra has opened a regional headquarters in Azerbaijan, marking its first expansion beyond the GCC and entry into the Caspian region.
Founded in 2023 by Alharith Alatawi and Alfred Manasseh, Shaffra provides an Enterprise AI Workforce Platform that allows organisations to deploy autonomous AI teams. Its initial offerings in Azerbaijan include AI Call Center, AI Sales Center and AI Project Manager solutions.
The company said its platform helped enterprises and governments save more than 2 million work hours per month in 2025. Shaffra has also raised more than $10 million, with backing from stc, Omantel and global technology investors.
Shaffra plans to use Azerbaijan as a gateway for wider expansion across the Caspian region, supported by partnerships in other countries. It will continue developing AI employees for customer service, sales, operations, HR and project management.
The AI Call Center handles inbound and outbound interactions, while the AI Sales Center supports lead qualification, meeting booking and follow-ups. The AI Project Manager tracks workflows, follows up with stakeholders and flags delivery risks, according to the company.
