The UAE has ranked first in the Arab Digital Economy Index 2026, reflecting its investment in digital infrastructure, artificial intelligence and technology-led economic development.

The results were announced at the opening of Seamless Middle East 2026 at Dubai World Trade Centre. The event runs from September 22 to 24 and is expected to bring together more than 25,000 participants, 800 speakers and 750 exhibitors across fintech, banking, digital commerce, retail, identity and logistics.

The index assesses Arab countries across digital infrastructure, government services, workforce development, innovation, technology, capital markets and sustainable development. The UAE was placed in the highest-performing group alongside Saudi Arabia, Bahrain, Qatar and Oman.

The report highlighted regional progress in digital infrastructure, public services and cybersecurity, while identifying innovation, the data economy, research and development, and productivity as ongoing challenges.

According to the announcement, Dr. Ali Mohammed Al-Khouri, chairman of the Arab Federation for Digital Economy, said digital sovereignty is becoming central to the future of Arab economies. He pointed to data, AI, cloud infrastructure, semiconductors and cybersecurity as key capabilities.

Launched in Abu Dhabi in 2018, the Arab Digital Economy Vision was adopted by Arab leaders in 2022. The index is intended to track digital progress, identify gaps and help set regional priorities.
