Abu Dhabi’s DGE Partners With Inception To Build The World’s First AI-Native Government

The Abu Dhabi Department of Government Enablement (DGE) has announced a strategic partnership with Inception, a G42 company, to significantly accelerate the emirate’s ambition to become the world’s first AI-native government by 2027. The collaboration will focus on developing and deploying advanced AI solutions across core government operations to enhance efficiency, agility, and responsiveness.

A Strategy of Domain Rewiring

At the core of this partnership is the concept of “domain rewiring,” an approach that fundamentally reimagines government processes by building them from the ground up with AI at their center. This initiative is a key pillar of the Abu Dhabi Government Digital Strategy.

His Excellency Wesam Lootah, a Director General at DGE, explained the vision: “Our collaboration with Inception marks a pivotal step in our journey to build the world’s first AI-native government. This collaboration centres on ‘domain rewiring’, which means looking at the entire area of work and asking: ‘If we built this from scratch today using AI, what would it look like?’”
He added, “It is not just about improving efficiency; it is about creating a holistic, data-driven ecosystem that empowers every Abu Dhabi Government entity to deliver effortless value to our citizens and residents.”

The (In)Government Suite

The collaboration will see the development and deployment of (In)Government, a comprehensive product suite designed to embed AI into government back-office functions. The initial phase will target two foundational pillars: Procurement and Human Capital.

The Procurement pillar, powered by (In)Procurement, aims to transform the entire procurement lifecycle. The solution will automate end-to-end supplier registration and introduce “virtual purchasing assistants” for repetitive orders, negotiation copilots, and smart request for proposal (RFP) creation tools. This pillar is expected to enable approximately 25 new AI use cases.

The Human Capital pillar will support Mawaheb, the Abu Dhabi Government’s national talent platform. Leveraging Inception’s Talent Enablement Platform, the system will move beyond traditional matching by learning from market outcomes, refining its models over time to align Emirati talent with sustainable career opportunities. This initiative is projected to unlock at least 10 AI use cases.

A Public Sector Innovation Hub

This partnership is part of a wider government strategy that has already identified a pipeline of over 200 AI use cases, with more than 100 already in operation across various government entities.
