“Minds that can turn ideas into companies, and companies into jobs, are the foundation for achieving growth, stability, and economic prosperity,” stated Ihab Zakour, a representative from the Ministry. He noted that Syrians have consistently demonstrated the will, knowledge, and creativity to innovate even under the most challenging circumstances—qualities he described as more valuable than material resources.
Zakour affirmed that entrepreneurship is central to the ministry’s economic vision, emphasizing that the Syrian entrepreneur doesn’t just seek a job but actively creates new opportunities that fuel economic activity and development.

For Tier Four, the launch is more than just a new commercial space; it’s a strategic investment in Syria’s economic potential.
“The opening of Tier Four Business Center embodies a vision that believes in supporting the business and investment environment in Syria,” explained Sajer Al-Shammari, General Manager of the Tier Four group. “It reflects our confidence in the country’s future and the capabilities of its people.”
Al-Shammari highlighted the group’s decision to launch from Damascus, driven by the belief that a “new Syria” has the components to become an attractive hub for business and investment in the coming years. “The future is built with minds, expertise, and ambitions before it is built with stone and buildings,” he added, outlining the group’s strategy to build partnerships, create opportunities, and connect expertise.
