Saudi Public Investment Fund Doubles Profit to SAR65 Billion, Pivots to Debt as State Funding Drops 90%

Saudi Arabia’s Public Investment Fund (PIF) has significantly altered its funding strategy, doubling its profits in 2025 while slashing its reliance on direct government cash injections by over 90%, according to its latest annual financial disclosure. The move signals a strategic shift towards debt markets to fuel its ambitious growth targets under Vision 2030.

A Strategic Pivot to Debt Financing

The sovereign wealth fund’s financial report, filed with the London Stock Exchange, reveals a clear transition away from government capitalization. Additional capital contributions to PIF plummeted from SAR645 billion in 2024 to just SAR54 billion in 2025.

This sharp decline in state funding was counterbalanced by a significant increase in borrowing. The fund’s loans and borrowing grew by almost a third, rising from SAR570 billion to SAR725 billion. This new approach was evident in PIF’s recent activities in the debt market, where it issued its first-ever murabaha credit facility and its first euro green bond last year.

The strategic change follows earlier reports of a PIF board meeting where decisions were made to cut budgets across its extensive portfolio of companies and reduce staff.

Fueling Vision 2030’s Ambitions

Despite the change in funding mechanisms, PIF’s expansion continues. The fund’s net assets grew to SAR4.5 trillion ($1.2 trillion) in 2025, up from SAR4.3 trillion the previous year, while profit after tax jumped from SAR26 billion to SAR65 billion.

The fund remains central to Saudi Arabia’s Vision 2030 economic diversification plan, with a stated goal of becoming the world’s largest sovereign wealth fund. PIF Governor Yasir Al-Rummayan previously stated that the fund could control assets worth as much as $3 trillion by the end of the decade.

In line with its evolving strategy, PIF has indicated a stronger focus on sustainable investments with a clear path to profitability. Officials have also increasingly emphasized their intent to attract external investors and boost private sector participation in its projects.
