The UAE’s Falcon H1 has ranked first in Counterpoint Research’s new Sovereign AI LLM Index, which assesses more than 80 countries and 170 active models.
Developed by Abu Dhabi-based Technology Innovation Institute (TII), Falcon H1 leads the index across government-led ownership, foundational model development, local-language depth and large-scale application deployment. Counterpoint ranked the Middle East as the world’s most mature sovereign AI region for the first half of 2026.
Saudi Arabia’s ALLaM, the UAE-developed Jais 2 and K2 Think V2 also sit at the leading edge of the index’s sovereignty spectrum. The report highlights government-affiliated ownership, Arabic dialect coverage and deployment in public services, including Falcon H1’s integration into the UAE’s TAMM super app.
Counterpoint said 56% of sovereign LLMs globally are adapted from existing open-source models rather than built from scratch. It also noted that governments are increasingly seeking to reduce reliance on foreign model foundations.
Falcon H1 Arabic launched in January 2026 in three sizes, ranging from 3B to 34B parameters. TII said the largest version outperformed models more than twice its size on the Open Arabic LLM Leaderboard and supports context lengths of up to 256,000 tokens.
