Saudi Arabia Publishes Statute for Riyadh-Based ICAIRE AI Center

Saudi Arabia’s Official Gazette has published the statute of the International Center for Artificial Intelligence Research and Ethics (ICAIRE), setting out the mandate and governance of the Riyadh-based organization.

The 23-article statute grants ICAIRE legal personality as well as financial and administrative independence. The center will operate under UNESCO’s auspices and can establish branches and offices inside and outside Saudi Arabia. Its activities will cover all UNESCO member states.

ICAIRE will focus on four areas: supporting artificial intelligence research and development, raising awareness and encouraging dialogue on AI research and ethics, providing recommendations, and building capacity in the field.

Its responsibilities include supporting scientific research, developing training programs, exchanging knowledge on AI ethics and policy, and creating international platforms for knowledge-sharing and awareness. The center can also provide technical consulting, publish research and technical reports, participate in international organizations, and enter agreements with local and foreign entities in line with applicable procedures.

The statute also allows ICAIRE to accept donations, grants, bequests, gifts and endowments, and to set fees for its services.
