The State of Palestine has signed the Digital Cooperation Organization (DCO) Charter and joined the organization as a Signatory Member, during LEAP 2026 in Riyadh on September 1, 2026.
The country also unveiled the Digital Prosperity Plan 2026–2028, developed by the DCO and Palestine’s Ministry of Telecommunications and Digital Economy. The plan focuses on digital infrastructure, data governance, digital public services, innovation, startups, investment access and technology talent.
By 2028, it aims to train more than 10,000 people, support over 250 startups and back 100 women-led enterprises, according to the announcement.
Palestine’s ICT sector includes around 400 active establishments and more than 13,500 professionals. It generates over $500M in annual value added, contributes approximately 5% to GDP and produces about 3,000 ICT graduates each year.
The DCO said the membership will create opportunities for Palestine to exchange expertise with member states, participate in international digital policy discussions and strengthen cooperation across digital resilience, connectivity, entrepreneurship and advanced technology.
The move follows the DCO Council’s approval of eight additional candidate countries, which could expand the organization from 16 to 24 member states after accession procedures are completed.
