Qatar’s Ministry of Commerce and Industry has introduced a dedicated e-commerce licence framework allowing entrepreneurs to run approved commercial activities through their own websites.
Issued under Decision No. 25 of 2026, the licence covers 194 activities, including fashion design, consulting, digital design, AI solutions, photography and translation services. Businesses must use a .qa or .com.qa domain registered through one of eight providers approved by the Communications Regulatory Authority.
Applications are submitted electronically through Qatar’s Single Window platform, with a flat issuance fee of QAR 500. The ministry said the framework is designed to formalise digital commerce, build trust in online transactions and make it easier for Qatari and international entrepreneurs to launch online businesses.
The initiative forms part of a wider package of digital services launched by the ministry, including an updated website, an enhanced Qatar Business Map and new services through its mobile application. Applicants should note that licence applications cannot be withdrawn or cancelled once submitted through the platform.
