Egyptian Prime Minister Mostafa Madbouly said the government plans to introduce legislative reforms to make it easier for startups to operate, scale and enter international markets.
Speaking during the “Entrepreneurs’ Pitches: From Idea to Growth” session at Egypt Forum 2026, Madbouly said the government wants Egyptian companies to grow from local startups into regional and global businesses. He also encouraged ambitious companies to pursue listings on international stock exchanges alongside strengthening their presence on the Egyptian Exchange.
The government is also preparing new support mechanisms for entrepreneurs. According to the announcement, these will include a unit focused on financing and another responsible for receiving and addressing entrepreneurs’ inquiries. A ministerial group for entrepreneurship, overseen by the Cabinet, has also been established to coordinate efforts across government bodies.
Madbouly said the reforms aim to simplify procedures, clarify the path from startup formation to large-scale growth and improve access to suitable financing. The support units are expected to work with relevant ministries and international institutions.
Entrepreneurship has been identified as a priority under Egypt’s economic transformation program for the next three years. Officials also said they plan to address regulatory challenges faced by startups moving from sandbox environments to permanent licences, in coordination with the Central Bank of Egypt and other relevant authorities.
