Syria Plans Integrated Framework to Support Tech Startups

Syria’s Ministry of Communications and Information Technology is developing a national framework to support tech startups and accelerate digital transformation, Communications Minister Abdul Salam Haykal said.

Speaking to SANA, Haykal said the country’s digital transformation program will cover more than public services, extending into health, education and commerce, where startups can help deliver new solutions.

The ministry is working with the ministries of finance, economy and higher education on legislation aimed at simplifying startup registration and supporting business expansion. A separate working group is also coordinating efforts to strengthen the wider digital economy.

Haykal pointed to market needs such as last-mile delivery for e-commerce as opportunities for local startups. According to the announcement, domestic demand could help Syrian tech ventures expand into regional and international markets, while attracting investment.

The statement followed the Startup Syria 2026 awards ceremony in Damascus, organised by Startup Syria with the ministry during Global Entrepreneurship Week.
