The Environment Agency – Abu Dhabi (EAD) has issued Resolution No. (03) of 2026, creating a regulatory framework for measuring, reporting and independently verifying greenhouse gas emissions data.
Facilities in targeted sectors that meet or exceed specified emissions thresholds will be required to measure and report their emissions. Their data must then be verified by professionals approved by EAD.
The framework sets requirements for facility registration, emissions measurement plans and verified report submissions. It also defines standards for verifiers, including technical expertise, independence and reporting procedures.
According to EAD, the resolution moves Abu Dhabi from developing climate regulations toward implementing them through reliable emissions data. The system could also create opportunities for private companies, consultancies and qualified professionals working in emissions verification, carbon accounting and environmental data auditing.
Facilities outside the resolution’s scope may voluntarily measure and report their emissions in coordination with EAD and other relevant authorities.
EAD will develop a digital database for submitting, verifying, storing and archiving emissions reports. The agency also plans to use advanced technologies and data analytics to produce emissions indicators for policymakers and support more effective environmental management.
