From Classroom Theory to Startup Reality
The 12-week program is designed for immediate impact, moving beyond traditional academic models. It consists of eight weeks of intensive training followed by a four-week applied project where participants work directly with startups on real-world challenges.
This hands-on approach is meant to accelerate the transition of graduates into the tech workforce. The program is based at the El Rahmania National Specialized Vocational Training Institute in Sidi Abdallah, Algiers, which also houses a new business incubator to support the creation of new tech ventures.
Tapping the Diaspora for Expertise
A key feature of the initiative is its collaboration with Algerian tech experts living abroad. The curriculum was co-designed with this diaspora expertise, representing a deliberate government effort to repatriate knowledge and integrate global best practices into its local talent development.
By building the training themes around problems faced by both Algerian and international startups, the program ensures its graduates are equipped with relevant, in-demand skills.
A National Strategy to Curb Brain Drain
This training program is a component of Algeria’s wider digital transformation strategy. The government aims to train 500,000 ICT specialists as part of a push to have the tech sector contribute approximately 7% of the national GDP by 2027.
More critically, the initiative is a direct response to the outflow of skilled workers. By investing in high-level domestic training and creating pathways into the local startup ecosystem, Algeria is working to strengthen its technological sovereignty and retain its top digital talent. This follows the recent opening of the country’s first startup cluster dedicated to AI and cybersecurity.

The push into applied AI training builds on a solid educational base. Algeria’s National Research and Innovation Strategy on Artificial Intelligence 2020-2030 has been laying the groundwork for years.
The country currently has 57,702 students studying computer science, with 74 master’s programs in AI available across 52 universities. This existing pipeline of talent provides a strong pool of candidates for specialized programs aimed at turning academic knowledge into commercial innovation.
