Dubai has approved more than $544.6 million in investments under a new urban development plan that targets a $5.4 billion increase in real estate value by 2040.

The Urban Centers Development Plan, approved by Dubai’s Executive Council, covers six main urban centers and 42 supporting sub-centers, representing 12% of the emirate’s urban area. It is overseen by the Supreme Committee for Urban Planning and Dubai Municipality, alongside other relevant entities.

The plan focuses on quality of life, economic returns and infrastructure efficiency. Its measures include concentrating housing and jobs around mass transit stations, diversifying land use and bringing homes closer to workplaces.

According to the announcement, the plan aims to increase the share of residents living near metro stations from 52% to 74%, while raising public service coverage from 74% to 85%.

The council also approved a Sustainable Population Planning Policy, which will link demographic forecasts with economic and urban development plans to guide infrastructure and service capacity. The policy also supports job creation in high-productivity sectors and efforts to attract skilled workers.

A Digital Authorization System was approved as well. Developed by Digital Dubai, it will allow individuals and companies to authorize others to complete eligible low-risk transactions digitally using UAE PASS.
