Dubai’s Community Development Authority (CDA) has teamed up with the Mohammed Bin Rashid School of Government (MBRSG) to launch the second cohort of the ‘Empowering Future Leaders’ programme. The initiative is designed to equip government leaders with the skills needed to navigate rapid change and drive innovation within the UAE’s public sector.

A Strategic Push for Future-Ready Governance
The programme is a direct response to the UAE’s national agenda, which calls for a more flexible, proactive, and knowledge-based government. By focusing on advanced leadership skills, the initiative aims to build a pipeline of talent capable of anticipating challenges and implementing effective, data-backed solutions. The launch was attended by Her Excellency Hessa Bint Essa Buhumaid, Director General of CDA, and His Excellency Dr. Ali bin Sebaa Al Marri, Executive President of MBRSG.
The first cohort saw 22 leaders from the CDA successfully complete the programme, developing practical skills that have already led to impactful initiatives within their respective departments. The success of the initial group provided the foundation for launching this second round, reinforcing the shared vision between the two government entities to cultivate leaders who can drive positive transformation.

Her Excellency Hessa bint Essa Buhumaid described the programme as an advanced model for investing in Emirati talent, emphasizing its alignment with Dubai’s social goals.

His Excellency Dr. Ali bin Sebaa Al Marri highlighted the MBRSG’s commitment to creating executive programmes that meet future demands.

The ‘Empowering Future Leaders’ programme offers a comprehensive training experience through a blend of in-person courses, e-learning modules, and hands-on applied projects. The curriculum spans 50 hours of training, covering critical topics such as institutional management, future foresight, strategic planning, digital leadership, and institutional innovation. Participants develop practical solutions to real challenges within their organizations and present them to specialized committees. The programme also includes direct engagement with executive leaders through ‘Meet a Leader’ sessions and field visits to observe government best practices firsthand.
