OpenAI and Microsoft are shifting the terms of their landmark partnership, ending Microsoft’s exclusive right to commercialize the AI pioneer’s models. The move allows the creator of ChatGPT to offer its technology directly through other cloud providers, including competitors like Amazon Web Services, signaling a major change in the AI infrastructure market.

A Restructured Partnership for Flexibility
Under the amended agreement, the fundamental structure of the collaboration has been simplified to give both companies more operational freedom. While Microsoft remains OpenAI’s primary cloud partner—with new models still set to launch first on its Azure platform—the end of exclusivity is a significant concession.
The financial terms have also been reworked. Microsoft will cease paying a revenue share to OpenAI for reselling its products. In turn, the revenue share payments OpenAI makes to Microsoft will continue through 2030 but are now subject to a total cap.
Despite these changes, the deep integration between the two tech giants remains. Microsoft retains a non-exclusive license to OpenAI’s intellectual property through 2032 and continues to be a major shareholder, ensuring it directly benefits from OpenAI’s continued growth.
What This Means for the MENA Tech Ecosystem
This strategic pivot by Microsoft and OpenAI has direct implications for the rapidly growing tech landscape in the Middle East and North Africa. Until now, MENA-based startups and enterprises wanting to build on OpenAI’s most advanced models were largely required to use the Microsoft Azure cloud ecosystem.
The new arrangement removes this dependency. Regional companies, many of which already operate on AWS or other cloud providers, will gain the flexibility to integrate OpenAI’s powerful models without needing to migrate or manage a multi-cloud infrastructure. This increased accessibility could lower barriers to entry, foster greater competition among cloud providers in the region, and ultimately accelerate AI adoption across sectors from FinTech to logistics.
