Morocco’s proposed 2027 Finance Bill includes tax and customs exemptions for FIFA and organizations involved in hosting the 2030 FIFA World Cup, which Morocco will co-host with Spain and Portugal.

According to the draft legislation published by the Ministry of Economy, Finance and Public Performance, the measures would cover FIFA, its subsidiaries, the Royal Moroccan Football Federation, host associations and other eligible organizations.

Proposed benefits include exemptions from corporate income tax, the social solidarity contribution, VAT, certain withholding taxes and registration fees. Temporary customs exemptions would also apply to equipment and goods imported for the tournament and related events.

The framework could extend to FIFA’s official broadcaster, service providers and contractors. Certain tournament personnel, match officials, volunteers and non-resident players receiving competition-related salaries, prizes or bonuses would also qualify for temporary income tax exemptions.

VAT exemptions are proposed for World Cup match tickets and related events sold by or on behalf of eligible organizations. Other measures would cover advertising stamp duties, vehicle taxes, insurance contract taxes and some aviation-related charges.

If approved, the exemptions would begin in January 2027, with some running through December 31, 2032. The bill also proposes permanent tax and customs exemptions for a World Cup Legacy Fund supporting sports infrastructure, youth and women’s football, environmental protection and child welfare.

The draft remains subject to parliamentary approval.
