Palestine Deepens UK Academic Ties to Boost Higher Education and Research Amidst Regional Challenges

The Palestinian Ministry of Education and Higher Education and the British Council have signed a new Memorandum of Understanding (MoU) to enhance academic cooperation between Palestine and the UK. The agreement, centered on the Higher Education Scholarship Palestine (HESPAL) programme, aims to strengthen higher education and scientific research at a critical time for the region’s academic institutions.

Expanding Opportunities for Palestinian Academics

Signed in Ramallah by H.E. Prof. Amjad Barham, Minister of Education and Higher Education, and Shahida MacDougall, British Council Director in Palestine, the MoU establishes a framework for deeper institutional links. The collaboration is set to expand academic partnerships between 19 Palestinian and 35 UK universities, promote joint research through new grants, increase scholarship availability, and introduce a new fellowship programme.

The initiative will also create capacity-building opportunities for Palestinian academics and institutions, reinforcing a partnership that has been active for 15 years through the HESPAL programme.

The agreement comes at a pivotal moment, as Palestinian universities, academics, and students face significant challenges, particularly in Gaza and across the West Bank. The partnership underscores a shared commitment to maintaining access to quality education and supporting the resilience of the academic community.
