Qatar has ranked first among 39 jurisdictions assessed for their competitiveness in hosting large-scale artificial intelligence computing infrastructure, according to the Compute Institute’s latest Jurisdiction Competitiveness Index.
Qatar scored 77.4 out of 100 and was placed in the top “Advantaged” tier with a positive outlook. It ranked ahead of the US states of Iowa, Indiana and Texas, as well as the UAE.
The index evaluates the conditions for developing an AI compute campus with at least 100 megawatts of capacity. It does not rank jurisdictions by their overall AI capabilities or technology development.
Qatar’s strongest score was for stability and execution risk, at 8.5 out of 10. It also scored 8.4 for power cost and capital and ecosystem depth, and 8.0 for fiscal conditions and incentives.
The assessment cited relatively low industrial electricity costs, policy continuity, currency stability, investment incentives and access to sovereign and anchor capital. It also pointed to major investment commitments in AI and digital infrastructure, alongside Qatar’s developing cloud and data-centre ecosystem.
The country received a “B” data-confidence grade, with 16 of 22 sub-factors supported by the institute’s two highest evidence categories. The Compute Institute said its current v0 methodology uses expert-system scores and will be refined as more AI infrastructure projects are delivered.
