QNB Syria has launched the country’s first locally issued payment card accepted internationally, in partnership with Mastercard.
The launch took place on September 13, 2026, in the presence of Syria’s central bank governor, Mohamed Safwat Raslan. According to the bank, the move marks a step forward in rebuilding Syria’s electronic payments infrastructure and reconnecting its banking sector to Mastercard’s global network.
Eligible customers will be able to use locally issued Mastercard cards for international payments. An initial test was completed successfully through a payment at an international point-of-sale terminal, demonstrating the bank’s ability to issue cards and process payments.
The new cards will be introduced in stages, subject to operational readiness, regulatory requirements and the necessary approvals. The rollout is intended to provide users with a secure payment experience through Mastercard’s global network.
The Central Bank of Syria is also working to strengthen national payment infrastructure and restore links between the country’s financial sector and global payment networks. Decision No. 259 sets rules for licensed financial institutions and electronic payment companies dealing with international and regional payment networks, covering licensing, compliance, settlement, cybersecurity and data protection.
