Syria has launched an initiative to train 500 merchants to move into e-commerce, as the government seeks to build the infrastructure and regulatory foundations for a stronger digital economy.

The “500 Digital Merchants” programme was announced during the E-Commerce Forum in Syria 2026 in Damascus, which brought together government ministries, chambers of commerce, businesses and technology companies.

The initiative will connect participating merchants with electronic payment systems and logistics services, while providing training and consulting to support their transition to online sales.

According to the announcement, the forum focused on developing Syria’s e-commerce ecosystem and addressing challenges facing the sector through cooperation between public and private-sector stakeholders.

Communications and Information Technology Minister Abdul Salam Haikal said the country’s e-commerce ambitions depend on stronger internet access, improved electronic payment services and updated legislation. The ministry is working to amend laws covering financial transactions and cybercrime, he said.

Finance Minister Mohammed Yسر Barniyeh said e-commerce could create a larger role for the private sector and help Syrian products and services reach international markets. He added that government digital transformation projects, digital infrastructure and integrated payment systems would be central to attracting investment and supporting sector growth.
