In a strategic push to cultivate homegrown innovation, the UAE’s Tawazun Council for Defense Enablement has officially launched the Entrepreneurship Enablement Program. The initiative, announced during the Make it in the Emirates 2026 event, is designed to support Emirati entrepreneurs and startups building solutions in the defense, security, and dual-use technology sectors.

Bolstering National Capabilities
The program is a key component of Tawazun’s Industrial Innovation and Artificial Intelligence Directorate and aligns with the broader goals of UAE Vision 2031. It aims to accelerate advanced technology development, strengthen defense supply chains, and reduce reliance on foreign tech by nurturing national talent.
Ahmed Ali Al Harmoodi, Director General of Industry Innovation and Artificial Intelligence at Tawazun, framed the program as a cornerstone of the council’s strategy. He emphasized that the focus is on empowering local talent to develop priority technologies and build a more integrated defense and security ecosystem.
An End-to-End Platform for Deep Tech
The initiative is structured as a comprehensive support platform, creating an environment where startups and SMEs in dual-use technologies can thrive. It focuses on enhancing their growth readiness and connecting them with a network of industrial and technology partners.
Mona Ahmed Al Jaber, Executive Director of the Entrepreneurship Enablement Sector, highlighted the program’s end-to-end approach, which guides ventures from the ideation stage through execution and scaling. She explained that the initiative will serve as a bridge, connecting startups to opportunities within the Tawazun Economic Program and providing access to technology transfer and certification services.
Unlocking Access to Infrastructure and R&D
A major draw for participants is the access to specialized resources. The program includes incubation and capacity-building tracks covering business development, investment readiness, intellectual property, and legal frameworks.
Furthermore, startups will gain entry to military testing facilities and advanced infrastructure at Tawazun Industrial Park. This direct access, combined with opportunities to collaborate with the council’s own R&D programs, is intended to significantly shorten product development cycles and prepare solutions for deployment.
