The UAE has launched the Mohammed bin Rashid Government Scholarships, a new initiative designed to develop a specialized cohort of government leaders with deep expertise in technology, economics, and policy. His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, announced the program and met with its first group of participants.

A Shift to Specialized Expertise
The initiative marks a calculated move away from broad training toward highly specialized programs tailored to the UAE’s national priorities. The goal is to build a new generation of leaders capable of navigating complex global shifts and translating advanced knowledge directly into government action.
“Development breakthroughs are driven by governments that are flexible, continuously learning, and capable of understanding the world and turning knowledge into decisions — and decisions into results,” said H.H. Sheikh Mohammed. “Continuous learning is continuous progress.”
Mohammad Abdullah Al Gergawi, Minister of Cabinet Affairs, noted that the program reflects a practical shift in talent development. He explained that the curriculum is built to equip participants with the ability to analyze change and connect theory with application, leading to more effective government decisions.
Partnering With Global Academic Heavyweights
To deliver the curriculum, the program has partnered with several leading global academic institutions, including the Mohamed bin Zayed University of Artificial Intelligence (MBZUAI), New York University Abu Dhabi, Georgetown University, and the University of Oxford.
The academic tracks are designed to build specific capabilities. They include a Master’s in International Business and Policy, a Master’s in Applied Artificial Intelligence, a Master’s in Economics, and the Oxford Executive Diploma in Artificial Intelligence for Business. The content focuses heavily on strengthening analytical skills and applying AI to support data-driven decision-making within government.
