Oman is accelerating its extraterrestrial and deep-tech ambitions with the launch of a dedicated space technology hub in the Dakhliyah governorate. Situated within the Al Hajar Al Gharbi Starlight Reserve, the new facility will house an advanced astronomical observatory and satellite ground stations. This move signals a deliberate push by the Sultanate to build a highly regulated yet flexible environment for both research and commercial space applications.

Building a Sandbox for Space Innovation
The initiative is the result of a strategic cooperation programme between the Ministry of Transport, Communications and Information Technology, the Environment Authority, and Astronomical Solutions Company.
Rather than applying traditional regulations to a nascent industry, the project operates under a space-sector sandbox framework. This structure gives tech companies, researchers, and startups the regulatory flexibility required to test new technologies safely while maintaining environmental and operational compliance.
The Environment Authority manages land allocation and ensures the protection of the reserve. Meanwhile, the ministry oversees the technical and communications framework. Astronomical Solutions Company is tasked with the design, construction, and daily operations of the hub, ensuring the infrastructure meets international space industry standards.
Leveraging Clear Skies for Commercial Gains
The decision to place the hub in a designated starlight reserve is highly strategic. Known for exceptionally clear skies and minimal light pollution, the location provides optimal conditions for both astronomical observation and satellite tracking.
The hub is designed to bridge scientific exploration with tangible infrastructure development. By attracting international investment and research collaborations, the facility aims to strengthen national technical capabilities and stimulate knowledge transfer.
Additionally, the project opens the door to sustainable astronomical tourism, capturing experiential value from Oman’s natural geographic assets.
Aligning With National Digital Economy Goals
The Al Hajar Al Gharbi facility is directly tied to the Oman Space Sector Policy and Executive Programme (2023–2033).
By integrating advanced space technologies with broader economic diversification efforts, the country is actively supporting its National Digital Economy Programme. The hub creates an enabling environment designed specifically to attract startups, drive entrepreneurship, and spur regional innovation within the global space economy.
