Morocco’s CDG and Ministry of Equipment Launch Edaat to Digitize Expropriation Compensation

Morocco’s Ministry of Equipment and Water has partnered with the Caisse de Dépôt et de Gestion (CDG) to launch a digital platform aimed at overhauling the country’s expropriation compensation procedures. The agreement, signed by Minister Nizar Baraka and CDG Director General Khalid Safir, introduces the “CONSIGNATION” (Edaat) platform to manage the entire process online, from document submission to fund disbursement.

Streamlining a Complex Process

The Edaat platform is designed to digitize every stage of what has traditionally been a lengthy administrative procedure. The initiative will create an integrated system for managing and releasing compensation deposits related to expropriation for public use.

This new system allows for the digital filing of all necessary documents, online account creation, and the transfer and escrow of compensation funds. A key feature is the introduction of real-time tracking tools, giving citizens direct access to accurate, up-to-date information on the status of their files. The platform also enables the online submission of requests, observations, and complaints.

Boosting Transparency and Efficiency

Officials stated the primary goal is to modernize public administration and improve the quality of services. The move is part of a broader government effort to simplify administrative processes and enhance efficiency.

“This platform plays a key role in managing compensations related to royal expropriations, an issue that many citizens have been facing,” said Minister Nizar Baraka. “It contributes to improving the quality of services provided to users, as well as strengthening transparency and efficiency in the processing of files.”

The system is expected to significantly reduce processing times and improve beneficiaries’ access to information regarding their rights, promoting better governance in the management of public funds.

A MAD 7 Billion Digital Overhaul

The scale of the initiative is substantial. According to the minister, the total volume of deposited compensation reached approximately MAD 7 billion between 2021 and 2025, intended for more than 80,000 beneficiaries. Of this amount, around MAD 3.4 billion has already been disbursed.

CDG Director Khalid Safir stressed the need to “improve working conditions, and ensure that citizens receive their compensation as quickly as possible, with full transparency and efficiency.” The platform represents a significant step in digitizing the management of these large-scale public funds.
