The UAE Cabinet has approved the first package of AI-powered government service bundles, marking a significant step in the country’s national digital transformation agenda. The initiative, announced during a meeting chaired by Vice President and Prime Minister His Highness Sheikh Mohammed bin Rashid Al Maktoum, officially kicks off the transition to what he termed “UAE Government 4.0,” aiming to redesign how the state serves its citizens, residents, and businesses.

Alongside the new services, the Cabinet also launched the UAE’s largest-ever government training program. The initiative will equip 80,000 federal employees—from ministers and senior executives to staff across all ministries and entities—with skills in agentic AI technologies and tools. This move underscores the government’s focus on building internal capacity to drive and sustain the AI transformation from within.
Accountability by Design
A key feature of the new framework is its built-in accountability. The performance of ministers, directors general, and the heads of government entities will now be directly assessed based on their speed and effectiveness in adopting agentic AI. This makes technology transformation an explicit measure of leadership performance across the federal government, creating a strong incentive for widespread adoption.
A National AI Healthcare Policy
The Cabinet meeting also saw the approval of a national AI healthcare policy. The policy is designed to support the development of an AI-powered medical system, expand digital healthcare infrastructure, and train healthcare professionals in advanced AI capabilities, embedding intelligent systems across the country’s medical sector.
A Two-Decade Digital Foundation
This push towards an AI-driven government builds on a 20-year digital journey. The UAE already runs the world’s first AI-powered Proactive Government Performance System, which tracks over 150 million data points monthly. The new agentic AI framework aims to connect these existing capabilities in performance, planning, and legislation into a more unified and autonomous system. The Cabinet also approved supporting policies for digital government records and secure data-sharing to bolster the initiative.
The UAE’s Institutional Advantage
Recent research from Yango Group and INSEAD, titled AI as Public Infrastructure, suggests the UAE’s success stems less from access to advanced AI models and more from key institutional choices. The paper highlights three factors: concentrated leadership commitment, a willingness to redesign public-sector processes at the domain level, and the strategic use of procurement to drive innovation. This approach helps the UAE avoid common pitfalls seen globally, such as fragmented pilot projects that fail to scale.
