Jordan’s Prime Ministry, in partnership with the Jordan Strategy Forum (JSF), is advancing a new competency framework to embed artificial intelligence across the country’s public sector. The initiative was the focus of a recent consultative session that brought together government bodies, private companies, academics, and international experts to refine the plan before its official launch.

A Collaborative Push for Digital Governance
The session gathered critical feedback from a diverse group of stakeholders, signaling a collaborative approach to national digital transformation. The framework is a core component of the Public Sector Modernisation Roadmap’s second executive program, which focuses on leveraging data and emerging technologies.
Minister of State for Public Sector Development, Badria Balbisi, stated that the government was keen to hold the session to review feedback. She emphasized that the program’s second phase aims to build an integrated government system built on efficiency and future-readiness.
“The programme introduces a new component focused on data and emerging technologies, including artificial intelligence, with a range of initiatives and projects to be implemented over its duration,” Balbisi added.
Nisreen Barakat, Executive Director of the JSF, highlighted the value of the partnership, noting its role in fostering dialogue and projects that support public sector reform. She confirmed the forum’s commitment to continuing these discussions with stakeholders.
Shifting from Execution to Data-Driven Decisions
According to Balbisi, the strategic adoption of AI will fundamentally change the government’s role. The focus will shift from simple administrative execution to enabling data-driven decision-making and developing policies that are directly aligned with citizens’ needs.
The framework is designed not only to improve internal processes but also to build capacity within the public sector workforce. The goal is to empower employees to use AI tools responsibly and effectively, ultimately positioning Jordan as a frontrunner in the regional AI field.
Laying Out the Roadmap
Yasser Nsour, Secretary-General of the Civil Service and Public Administration Commission, presented a detailed overview of the AI competency framework. He outlined its objectives, target groups, and a timeline for implementation, projecting a significant impact on accelerating government procedures and enhancing the quality of public services.
Attendees at the session underscored the framework’s importance for boosting public sector efficiency. They described the government’s push towards AI adoption as a necessary and strategic response to the rapid pace of global digital transformation.
