A New Framework for Digital Safety
Under the new rules approved by Sheikh Mohammed bin Rashid Al Maktoum, UAE Vice President and Prime Minister, children under the age of 15 are prohibited from creating or operating personal accounts on social media. The restrictions extend to key interactive features, preventing them from posting content, commenting, sharing, or joining public groups and channels.
For teenagers aged 15 and 16, platforms are permitted but must include special protective measures. These safeguards include implementing age-appropriate content controls, regulating usage times, disabling high-risk features, and providing parents with robust control tools.
Shifting the Burden to Platforms
The regulation places the responsibility of enforcement squarely on social media companies operating in the UAE. Platforms must now implement “accurate and reliable” age verification systems, moving beyond simple self-declaration of age. The decision suggests using technologies like digital identity systems or artificial intelligence to confirm a user’s age.
Companies are also mandated to protect children’s privacy by minimizing the collection of their personal data. All social media platforms have a transitional period of up to 12 months to align their operations with the new requirements. Authorities will monitor compliance, with potential actions for violations including warnings, partial or full blocking of the service, and administrative penalties.
