Abu Dhabi Targets Global Air Mobility Leadership with New Regulatory and Manufacturing Pact

Abu Dhabi is making a strategic push to become a central player in the future of aviation, as three key government bodies have signed a cooperation agreement to accelerate the development of advanced air mobility solutions. The partnership brings together the Abu Dhabi Investment Office (ADIO), the General Civil Aviation Authority (GCAA), and the Integrated Transport Centre (Abu Dhabi Mobility) to create a comprehensive framework for the sector.

Building the Regulatory Blueprint

Under the supervision of the Smart and Autonomous Systems Council, the agreement aims to establish the regulatory and certification groundwork needed for next-generation aircraft. The three entities will collaborate on developing State of Design and State of Manufacture documentation, which will guide the approval process for emerging technologies like electric vertical take-off and landing (eVTOL) and electric conventional take-off and landing (eCTOL) systems.

His Excellency Saif Mohammed Al Suwaidi, Director-General of the GCAA, stated, “The UAE has long been a global leader in aviation regulation and safety. Through this collaboration, we are taking meaningful steps towards developing the capabilities associated with a State of Design, reinforcing our readiness to guide and certify the next generation of advanced aircraft technologies.”

Al Ain: A New Global Aviation Hub

The agreement designates the Al Ain Region as a global hub for the design, manufacturing, and regulatory activities tied to advanced air mobility. The plan includes developing the necessary infrastructure, attracting technical expertise, and forming international partnerships to ensure safe and sustainable operations aligned with global standards.

“Advanced air mobility is a defining frontier for sustainable innovation, and Abu Dhabi is uniquely positioned to lead in this field,” said His Excellency Badr Al-Olama, Director General of ADIO. “By building capabilities for aircraft design and manufacture, along with certification and testing in Al Ain Region, we are creating a new global centre of excellence to advance the UAE’s vision for a knowledge-based, future-ready economy.”

Integrating Air Mobility into Abu Dhabi’s Network

The initiative is a core component of Abu Dhabi’s wider Smart and Autonomous Vehicle Industries cluster, which seeks to commercialise new transport technologies across land, sea, and air. The Integrated Transport Centre (Abu Dhabi Mobility) will focus on creating the operational ecosystem to integrate these new aircraft into the emirate’s existing transport network.

Dr Abdulla Hamad AlGhfeli, Acting Director-General of the ITC, commented, “This agreement marks a strategic step towards enabling Abu Dhabi to strengthen its position as a hub for the certification, design and manufacturing of advanced air mobility technologies. Through this collaboration, the Integrated Transport Centre (Abu Dhabi Mobility) is working to build a comprehensive regulatory and operational ecosystem that supports the adoption and integration of these technologies across the emirate’s transport network.”
