Saudi Arabia Rises to 13th Globally as FDI Flows Reach $32.6B

KSA ranked 13th globally for foreign direct investment (FDI) flows in 2025, with inflows reaching $32.6B, according to the Ministry of Investment. The figure represents annual growth of about 53%, based on the World Investment Report 2026 issued by the United Nations Conference on Trade and Development.

The ministry said the result reflects ongoing economic and regulatory reforms aimed at improving the country’s business environment and attracting international capital. It pointed to regulatory efficiency, clearer policies and stronger integration with global value chains as factors supporting companies seeking to establish, grow and expand in KSA.

The ministry also said market access, effective regulations and integration with global economic systems are increasingly influencing investors’ decisions. Continued improvements to the investment framework are intended to strengthen investor confidence and support more sustainable FDI flows.

Foreign investment, according to the ministry, contributes to economic growth by bringing in new capital, transferring technology, building production capabilities and creating jobs. It also supports competitiveness and deeper integration into global value chains.

The ministry said KSA will continue updating regulations, improving the investor experience and strengthening private-sector partnerships as it works to enhance the economy’s international competitiveness in line with Vision 2030.
