Algeria has established an inter-ministerial roadmap to begin implementing its national artificial intelligence strategy, with a focus on sovereign AI models, domestic computing infrastructure, national data centres and skills development.
The roadmap was developed during a coordination meeting held on August 5, chaired by Minister of Higher Education and Scientific Research Kamel Baddari and attended by representatives of government ministries and national institutions.
A central proposal is the development of sovereign, open-source AI models for public-sector use. The plan does not specify when these models will become operational or which government services will adopt them first.
Algeria also plans to provide high-performance computing through national computing centres, enabling research institutions and startups to develop and train AI models locally. Public-sector information would be processed and stored in national data centres, with the roadmap stressing ethical and reliable AI deployment.
Universities and research institutions are expected to support intensive training in areas including data analytics and generative AI. The roadmap also proposes a dedicated scientific research centre and specialised research units to strengthen links between academic research, startups and industry.
A joint monitoring committee will oversee implementation across the ministries and institutions involved. The approach places technological sovereignty at the centre of Algeria’s efforts to build domestic AI capabilities.
