Algeria has launched a sweeping national digital empowerment program, titled “77.7,” designed to provide critical technology and cybersecurity skills to its citizens. The initiative, announced by the Ministry of Post and Telecommunications, aims to accelerate the country’s digital transformation and build a more inclusive, tech-proficient population.

A Structured Approach to Digital Literacy
Operating under the slogan “From 7 to 77 Years Old: A National Journey Towards Digital Skills,” the program is one of Algeria’s most ambitious human capital development efforts in the tech sector. It establishes seven specialized educational pathways tailored to seven distinct age groups.
The curriculum starts with a “Technology Explorers” track for children aged 7 to 10 and extends to customized programs for students, innovators, professionals, and senior citizens. The goal is to create a comprehensive framework that prepares the entire population for a technology-driven economy, supporting growth in areas like AI, fintech, and digital public services.
Embedding Cybersecurity at the Core
A major component of the 77.7 initiative is the mandatory integration of cybersecurity training across all learning paths. The Ministry confirmed that all participants will receive education on critical topics such as phishing prevention, scam awareness, personal data protection, and general digital safety.
This focus addresses the growing concerns over online security vulnerabilities as internet use becomes more widespread. By building cybersecurity awareness into its foundational digital literacy program, Algeria is taking a proactive stance on protecting its citizens from increasingly sophisticated online threats.
Scaling Up Through Hybrid Centers
The program will be delivered through a hybrid model, combining remote online learning with in-person training. To facilitate this, a network of seven regional skills centers will be established in Algiers, Oran, Annaba, Setif, Chlef, Saida, and Adrar.
Each center is expected to train approximately 1,000 participants annually. In its inaugural year, the government aims to train between 25,000 and 30,000 citizens through 550 to 850 workshops and sessions nationwide. The initiative is a collaboration between the Ministry, Algérie Télécom, and Mobilis, with plans to include other operators in the future.
