Dubai Unveils Major Plan To Bring Agentic AI To 295,000 Companies

Dubai is launching a new executive plan to accelerate the adoption of agentic AI across its private sector, a strategic move approved by Crown Prince H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum. The initiative aims to equip nearly 300,000 companies with autonomous AI systems, moving beyond conventional AI tools toward agents that can independently execute tasks and make decisions.

From Prompts to Autonomous Action

The plan signals a deliberate shift in Dubai’s technology strategy. During a meeting of the Higher Committee for Future Technology Development and the Digital Economy, Sheikh Hamdan highlighted the transition from AI systems that merely respond to prompts to those that act autonomously on behalf of businesses. This new phase focuses on AI capable of independently managing operations and driving decisions, positioning Dubai’s private sector for a significant operational evolution. The ambitious program has a two-year timeframe to meet its targets.

Building a Hub for AI Talent and Companies

Alongside driving adoption, the plan includes significant ecosystem development. The government will support the establishment of 50 new companies dedicated to agentic AI and facilitate the creation of 100 purpose-built AI assistants tailored for various industries.

Reinforcing its commitment to fostering top-tier tech talent, Dubai was also confirmed as the host of the 50th International Collegiate Programming Contest (ICPC) World Finals in November 2026. The event, known as the world’s largest student programming competition, will welcome 140 teams from over 70 countries, cementing the emirate’s status as a global destination for digital skills.

Strengthening Dubai’s Tech Foundation

The agentic AI plan is supported by several ongoing initiatives that have already shown strong results. The Dubai AI Campus now hosts over 400 companies and has trained more than 1,500 people through its AI Academy.

Similarly, Dubai Founders HQ has attracted over 1,100 members and 500 startups in its first nine months, with portfolio companies raising more than AED 200 million in funding. The Ignyte platform, a hub for entrepreneurs, has grown to over 36,000 users and delivered 3,000 mentoring sessions, further strengthening the support infrastructure for new ventures.
