Egypt Investment Minister Outlines Startup Support Plan and TradeTech Sandbox

Egypt is preparing regulatory and financing reforms aimed at helping startups grow, attract investment and expand beyond the local market, Investment and Foreign Trade Minister Mohamed Farid said during the fourth Egyptian Entrepreneurship Sector Summit 2026.

Speaking virtually at the ministerial session, organized by Entalak under the theme “Data × Innovation: Reimagining Egypt’s Entrepreneurship Landscape,” Farid said entrepreneurship is contributing to improvements across transport, delivery, financial services, industry, trade and exports.

The ministry is working to amend the executive regulations of Companies Law No. 159 of 1981 to reflect the needs of startups and their investors. The proposed framework would address shareholders’ agreements, convertible notes and related records, while also organizing capital increase valuations through specialized companies.

Farid also announced plans to activate the TradeTech Sandbox, a regulatory testing environment for technology solutions in trade. According to the minister, it will help startups use artificial intelligence and foreign trade data to identify export opportunities, track international market trends and develop more efficient solutions.

The government is also developing startup financing options through crowdfunding rules, venture capital funds and licenses for innovative financing activities. Farid said the ministry’s approach recognizes that failure is part of startup building, while high-growth Egyptian companies should be supported in expanding regionally and internationally.
