Two agreements signed in Dubai aim to strengthen the path for startups from early-stage support to institutional investment, bringing together an investment arm, a tech incubator, a university and an entrepreneurship association.
Eurasia Capital, the investment arm of Dubai Integrated Economic Zones Authority (DIEZ), signed a memorandum of understanding with startup incubator In5. Under the agreement, In5 will refer companies that have completed its incubation programs to Eurasia Capital for evaluation. The arrangement does not include an investment commitment at the signing stage.
According to company data, Eurasia Capital made 25 investments in 2025, ranking first in the UAE by deal count for the second consecutive year and among the top three investors in the MENA region. Its focus includes fintech and enterprise software.
Separately, the American University in the Emirates signed an agreement with the Emirates Entrepreneurship Association to connect university education with incubation programs and executive training. The partnership will also link students with entrepreneurs and investors.
The agreements reflect the UAE’s broader efforts to combine funding, incubation, skills development and market access for startups and small businesses. SMEs account for about 52% of the country’s GDP and 98.5% of its companies, according to data cited by the Emirates News Agency.
