Egypt Plans Industrial Franchise Model to Connect Investors with Manufacturers

Egypt’s government is working on an “industrial franchise” model to connect investors with capital to manufacturers that have the expertise and capacity to expand, Industry Minister Khaled Hashem said at the fourth Egyptian Entrepreneurship Sector Annual Report Summit, SDR 2026.

The proposed framework would allow investors to launch projects under established industrial brands through agreements arranged with the Ministry of Industry. Hashem said it is designed to address a gap between investors who have funding but lack industrial experience and manufacturers that can operate production facilities but need capital to grow.

The model could be particularly useful in remote areas, where established industrial brands may find it difficult to expand. The ministry expects it to help extend industrial activity beyond major centres while creating new investment and production opportunities.

Hashem said the initiative is part of a broader effort to connect capital with industrial expertise and expand financing channels for manufacturing and technology. The government is also developing an investment system focused on distressed factories and existing manufacturers seeking to increase production capacity, with potential support from private-sector funds and the Sovereign Fund of Egypt.
